They provided a place to serve the first, second and maybe even a third course on top of. They were always removed along with the course before the dinner plate was served.  Some where along the way, they began to be used as a placemat and not removed during dinner at all. I don't use mine that way but...by now, you know me well enough to know I am a stickler for what is traditional and "proper". However, use them anyway that suits you.
